Can my Chinese Fire Bellied Newt live in a fully aquatic tank?

I was hoping for some clarification as some people are telling me that they can live in a fully aquatic tank and others say they need a land part,currently mine has a land area that takes up 1/3 of the tank.He rarely ever uses the land area and I've been looking to raise the water level for some time now,so does he really need land?
