Motherboard and cpu cooperation?

Core 2 Duo is dual core, so if it supports Core 2 Duo, it supports dual core. That Zalman is one of the most efficient cpu coolers, so it is possible, but just because someone else does it with a similar setup, that doesn't mean yours will do it.
