Good plants to guerrilla garden (drought resistant please) and tips?

I want to start guerrilla gardening the barren patches around my neighborhood. I already have some california poppies seeds and daffodil bulbs. What other plants can I use that are easy to grow and provide nice colors to bleak looking gray streets in southern california? I think I can water every other day at most for areas close to my apartment.
