I have a 1991 Honda Accord that the defrost doesn't work.?

My Honda does not defrost when my windows get fogged up due to the rain. I have put it on full blast but nothing. The only way is to crack my windows but my car gets wet from the inside when I do that. What can be causing this? It does blow air thru thru the vents.
