Can yopu please explain to me what i have?

I cough ocionally, i feel congested in my throat, and in the middle of my chest. I spit out phlegm every morning it is a light yellow color. I have been to the doctor, done a physical. I check my blood pressure, and temperature regulary and everything is normal. The doctor says it's allergies, what do you think?
